Given the growing of social and cultural exchanges, provoked by migration, social movements and global economic instability, arts and culture programs shall be strategic and important element solving problems identified as collectives.

The public expressions of traditional arts may be a strategic aspect observing rather there is a effect provoked to the immediate society or not. But in some arts expressions these analysis becomes more complex regarding the intangible characteristics of some traditional expressions. This paper focuses on the complex problematic to evaluate intangible effects created by arts, generally related to cultural and social aspects of the society.

Having examined the conceptualization of social and cultural effects as well as underlying methodological aspects, this paper presents an epistemological and methodological proposal. A proposal to be able to measure these effects, generated by public expressions of traditional arts.

The analyzed data are mainly derived from a number of studies carried out by various researchers and institutions, as well as derived from implementation of this new methodological proposal done on the Karneval der Kulturen in Berlin.

The paper concludes with some reflections and aspects, which need to be taken into account when implementing this new methodological proposal.
