Discusses the migration in the Metropolitan Area of Vitória, Espírito Santo, southeastern Brazil. Analyzes issues related to the nature of identity and social relationships that migrants try to establish between themselves and members of other groups. Evaluates the formation of social dynamics and crime resulting of the industrialization process, urbanization and migration from the diagnosis made in two districts located in the town, named Serra: Feu Rosa and Vila Nova de Colares located in the metropolitan area. Our research works with the scope the state-society relationship and also in the civil-private. Discusses new possibilities for control over the management and security policies. To this end, proposes prevention and social inclusion of discharged of the systemworkers and the criminal justice system through the leadership backed by a broadsocial pact called Programa Fazer  Brazil.Our perspective falls within the scope of the law in the paradigm of Restorative Justice. We intend to demonstrate from case studies, how the breaking of the paradigm justice x judicial can promote restorative practices as a method of preventing and gradual reducing of criminal reiterations
