The handle should be defined as a watershed and order in the context of application of a law, and is itself a conflict against the different visions that have on the issue. This has an importance in the approach of how a basin is designed for community and institutional stakeholders and how they influence the interpretation for management and operation.
In a given watershed processes interrelationship between natural systems and cultural systems, is this, that the ecosystem approach, it is important to analyze these interactions, in which spaces are environmental supply, demand, conflicts, limitations, possibilities of development and democratic arrangements for conservation.
The Piedras River Basin, the main source of supply for the city of Popayan, Cauca Department, Colombia, will present the contributions of social and environmental management held for 20 years. This basin is part of the territory of peasant communities and indigenous Asoproquintana Asocampo and of the councils of Puracé and Quintana, belonging to ethnic Kokonuko, whose worldview has made significant differences on land management, ordering, relationships, social practices, cultural and management with its natural environment, taking into account their historical background, the climate variability, the conflict over land tenure, conflict resolution in recognizing the respect for difference, achieving peace and coexistence agreements . These lessons allow us to analyze an adaptive management experience to the territory and its influence on the democratic order of a supply basin.
