Traditionally, preparedness, response, and mitigation (PRM) are key components of risk governance. However, institutional responses that emphasize the above elements may be hindering the need to address underlying risk drivers. Even when PRM embraces a wider comprehension of how disaster risk is produced, technical bodies or government agencies may lack the technical capacity or the political authority to ensure that disaster risk management is embedded into sector policy and master plans. 
It is hoped that posing the question about the viability of taking PRM and disaster risk management beyond the limitations that led to a standstill in the operationalization of the Hyogo Framework for Action, will pose a number of fascinating questions to the presenters of this session.
