RC01 Armed Forces and Conflict Resolution (host committee)

Language: English

This panel focuses on assessing and evaluating what has been referred to as a new gender regime in the military that unfolded after the approval of the UNSCR 1325 (2000) resolution on women, peace and security .

Developments have been monitored by states, international organizations and NGO’s but there has hardly been any systematic and comparative sociological research on the impact of UN resolutions at the level of national militaries and international operations. To what extent have international security actors and national militaries incorporated the principles of the resolutions in their doctrines, planning, training and operations? Did the gendered nature of the military change under this new framework? Does the presence of women consistently enhance peacekeeping missions and have these been providing the expected new opportunities for women, as some argue?  Has the traditional legitimation discourse used to support a greater participation of women facilitated or hindered integration? ? To what extent have the gender mainstreaming principles been used by policy makers to address other gender related aspects: sexual harassment and assault, sexual orientation,  culture of masculinity and its effects on organizational performance and effectiveness?

Trying to answer  these questions, the panel invites paper proposals focused on the evaluation of what we can define as the gender dilemmas of such “new international gender regime". Papers should reflect on gender mainstreaming implementation policies, in a national or international perspective, by also considering intersection between plural identities, roles and status, at home as in international theatres. Accounts of empirical researches are welcome.
