The last decade of the 21st century emphaisizes the implementation of local governance. In the post-industrial era, the problems of local significance have shifted the power to local self-government. The local self-government is the representation of democracy in true snese of the word as it is considered as the first step towards effective local self-governanace.The various efforts to strengthen the local government in the Europian countries show the importance of decentralization and transfers the power at the lowest level of Governance. In Russia, the strong influence of the authoritarian state management paradigm on the implementation of the municipal reform has led to gradual nationalization of local self-government in the institutional, legal, financial and economic areas as well.
The other factor is increasing uncertainty and turbulence in the local government of Russia and a number of post-Soviet countries that do not have significant experience in the development of local governance.
We need to open a discussion on what needs to be done so that the pan- European management system is not skewed towards the centralization and bureaucratization. Further, the session shall focus on how local governments do not become “victims” of the process of redistribution of power within the framework of various institutional structures of the government.
