Oral Presentation
This chapter presents a conceptual explanation of corruption and a brief discourse on arms procurement. The chapter delves further by establishing a correlation between corruption and arms procurement, thus by identifying and outlining major effect it has had in some military formations in Nigeria. Thus, it was imperative to understand what the Nigeria’s Procurement Act entails in an attempt to investigate an adherence or a non adherence by military formations. An in-depth analysis was presented on some notable corruption cases in the procurement of arms. A relationship between corruption, arms procurement and its possible implications on Nigeria’s National Security was duly presented. Progressive theory of public expenditure served as theoretical frame of reference which was able to explain reasons for a decline in Nigeria’s National Security. Conclusion drawn presents that, due to insufficient arms made available to officers and men of the armed forces at battle grounds, insurgents have succeeded in making significant attacks against the military, such as looting of armory, which affects existing National security. It is strongly recommended that, Office of the National Security Adviser (ONSA), should ensure an adequate supervision in the procurement of arms across military formations. There is also a need to sensitize military formations on the need strictly adhere to Nigeria’s Procurement Act, which could possibly curtail instances of corruption in arms procurement.
