The Impossible Freedom of Expression in Climate Change Context: The Case Studies of Morocco and Tunisia.

Climate change is a famous effect of the Anthropocene epoch, it has contributed to make all policies and laws ineffective to build a public space of justice and liberty. It is uncertain context as crisis in political and civil rights has given rise to movements of anger in Northern Africa countries since the 2011 Arab Spring (2011) with the aim of having new laws of liberty enacted. In This article I will describe how authoritarian regimes continue to exist in the Anthropocene, focusing on rights of freedom of expression in the context of climate change and its challenges in relation with democracy processes .

Based on Isaiah berlin in his famous work on “The two concepts of liberty” and others scholars in civil and political rights tradition (Mill, Rawls, Taylor..) For this purpose, I will adopt case study methodologies to investigate how freedom of speech and expression is affected? In Morocco and Tunisia in particular. Firstly, how do governments face the news challenges resulted by disinformation, misinformation in the context of climate change? Secondly, analyzing restrictions on freedom of expression in relations with freedom of media and journalism. Finally, I will describe the new model needed in those countries in democracy transition to promote and guarantee the freedom of expression based on the rights to security from climate disruption as it is developed by the new theory of law (Amy Sinden for exemple..) in the prospect of building a new public space of justice considering all demands announced by movements of hope in recognition processes in Northern Africa countries (as it is developed by axel honneth).
