Our theoretical approach is based on the UNDP concept of human development, whereby youth behavior can be seen as contributing to the preservation and growth of human capital. Migration is seen as a factor of transferring human capital to the places of its realization. Young people are committed to new practices, such as mastering IT technologies, spreading volunteering during the pandemic, interacting in social networks with peers, online studying and working remotely. In the political sphere, young people can find non-standard solutions, formulate modern approaches to governance and resource allocation in the face of new dangers and challenges.

It shows the involvement and interest of young people in activities aimed at improving education, increasing material wellbeing, reducing inequality, equitable distribution of benefits in society, and increasing healthy life expectancy. Our conclusions based on the data of official statistics and sociological surveys of schoolchildren, students and young scientists conducted by the Institute of Economics and Industrial Engineering of the Siberian Branch of the Russian Academy of Sciences (2003 - 2023). We study different aspects of life of Russian Youth and its involvement in socially significant activities relevant to aims of development in international and national contexts.

Young people have an impact on development through the following factors considered in our paper:

involvement of youth in lifetime education;

influence of digitalization, its opportunities and risks;

leadership of young scholars in science;

migration behavior of youth.
