Another Conceptual Challenge. from Cuban Missile Crisis to Social Disaster Crisis in Americas Countries
Interpreting Allison's essay, there are at least three fields for analysis: how any governmental entity makes decisions with specific behavior; how a nation establishes foreign relations or not with other countries, even if they have a different government system; and how to make decisions to save lives, from military policies to a democratic system of government, boost peacebuilding, and resolve armed conflict that could threaten a geopolitical region.
The diplomatic and military actions preserved the peace, and there were no deaths by missiles from Cuba in 1962, and the threat was deterred. Following Allison's theory, new technologies are being used to consolidate democratic states against criminal activity in Latin America that is replacing government functions and causing weak and failed states and a monocratic political system. For international security and defense, the Mexican federal government is not fighting crimes and cartels that are taking exclusive responsibility for states, such as the violence monopoly and request for some taxes. Similar actions are causing displacement in Haiti and some Mexican states, with people moving to the border with Mexican-US. For hemispheric security, the exportation of fentanyl to the US has caused several deaths and health problems; there are cases of using migrants to bring drugs over the Mexican border, and criminal organizations have profits to buy whole governments. However, the big challenge is to begin the peacebuilding process.
