Integrating Social Policy across Sub-Nation, National, and Supra-National Levels

The locus of social policy is traditionally the national state. However, in an interconnected world, opportunities arise for thinking of trans-boundary policies (e.g. portable pensions for migrants). In addition, federalism and decentralization often entail within-country disparities in the type, implementation, financing, and impacts of social policy. For this session abstracts about theoretical models and empirical evidence of the articulation/integration (and possible challenges) of social policies across sub-national, national, and supra-national levels are welcome.
