The processes of social structuring in the 21st century show the continuity and deepening of problems linked to the conditions of production and reproduction of the population's life. Mass unemployment, job insecurity, increased levels of poverty and malnutrition, as well as violence in its various manifestations, are expressions of the characteristics assumed by the social issue at the beginning of the new century in the global order. This state of the matter has been made evident by the Sars-Cov-19 pandemic and the haste with which the problems linked to the social issue have manifested themselves, forcing different actors to design interventions to address them. The State and non-governmental organizations (NGO) became important in the execution of social policies aimed at producing various effects on society as a whole, modeling and shaping both the public and private spheres of the subjects. These interventions configure ways of being and feeling and operate as builders of specific emotions that link problems and management of social conflict. "They make society" insofar as they position themselves as public and private interventions towards the production and reproduction of the living conditions of the different sectors of society. We call the presentation of works that allow us to discuss in a theoretical, epistemic, and methodological way the relationships between emotions and conditions of poverty; emotions-conditions of poverty and pandemic by Covid-19, emotions-interventions of the State and NGOs towards situations of poverty.
