Arts and Democracy

What is the complex relation between the arts and the different forms of political organization of a society? How is the relationship between arts and democracy. According to Georg Simmel the forms of artistic expression have a direct relationship with the type of government ruling a society. They tend to be asymmetric in democracy and symmetric in totalitarian type of societies. How can this theorization still can be proven valid or not, and what is the relation of the arts in a globalized society.
