Guatemala is experiencing a period of transition as a product of the work of the International Commission against Impunity in Guatemala (CICIG), which has helped to discover and combat the networks of corruption that were embedded in the State. Unfortunately, in an institutional context based on ambiguous, contradictory and diffuse rules (the anomic State), the fight against impunity becomes complex and unpredictable. It is in this context that the idea of analyzing and studying the processes of institutional change in the context of state anomie arises.
