506.3 Democratization process in culturals regionals legalitations: A systemic approach

One of the biggest challenges in México and in most Latin American countries is the update of the juridical frame that contributes for the democratization of the culture. Cultural legislations in some Mexican States have a partial approach and some of them obsolete, slanted, and in practice inoperative due to its inconsistency. The challenge to update a law needs a process that it implies adapting the existing ones, incorporating new elements, but especially harmonizing interests in the spirit of new democracy strategies within cultural specialist and politicians.

We face these challenges, by means of an Adaptive System heuristic strategy  that has allowed us to carry out a process of permanent adjustment, integration and valuation of contents involved in the cultural legislation. This strategy implies not only successive approximations on observables valuations and its integration in categories but adjustments to structural configurations.

In this paper we propose how to get such heuristics and present the different construction phases for a real legislation configuration. We analyze a case study of cultural Legislation of Nayarit State in México. The computer system is in line with sociocybernetic approach to complex social analysis.
