The Fragile Governance of Security in Brazil

This paper discusses the governance problems of policy networks in the Brazilian security field. The configuration of the field in Brazil drastically affected its governance capacity due to the enormous disarticulation of the police system and the inability of the Public Security Secretariats to articulate the actions of different actors that make up the policy networks. The result of this is fragile governance in the field of public security. Despite this fragility, since the 2010s, we have seen some institutional changes that have increased the governance capacity of the field.
