Evaluating the Effectiveness of Health Insurance Governance and Regulatory Frameworks in Kosovo

The development of health insurance policies for several years in a row has brought great help to Kosovo. The pursuit of various practices, often imposing, have greatly aggravated the health situation in Kosovo and further reduced the trust of the citizens in a functional modern health system. In Kosovo, the data on the health status of the citizens are limited, because more infrastructural and professional capacity is needed. Previous research has shown that the development of health insurance has a significant impact on the health of the population. However, in the case of Kosovo, the lack of health data for citizens makes the process of drafting policies that meet their needs even more difficult. Despite the importance of the functionalization of health insurance, Kosovo continues to offer a universal system of non-qualitative health care for all its citizens. While it subsidizes various services for its citizens to be treated abroad. In an effort to develop a sustainable health insurance system, Kosovo lacks data on the health status of the population. This gap represents an important challenge for all governments and health professionals, in the design and functionalization of health insurance for its citizens. The purpose of this study is to investigate the challenges of drafting health insurance policies in Kosovo, where data on the health status of citizens are limited. Using a combined research methodology, such as the analysis of the legal basis, the factual situation, previous and current strategies, political decisions, scientific and research literature, the analysis of statistical data and qualitative interviews with health professionals, we aim to identify the gaps of knowledge and the challenges that must be addressed in order to design policies that adequately cover the needs of citizens for health care.
